Maybe you should try doing drabbles or one-shots. That way you don't have to make a long story that would work around their personality development, and it might give you the start you need to jumpstart ideas to make it work.

I find his books to be oddly compelling, for all that they contain repetitive quotes or events that make me roll my eyes.

That said, his slimmer one-volume works? Have surprisingly little repetitiveness to them. I think he's aware of it as a padding tool. :P

Totally with you, OP. My favorites are usually minor characters, and as such their personalities aren't given as much time as other characters. Then I want to write fic, but wonder how to do it without "making stuff up."

Delving deeper into characters - their motives, backgrounds, interactions with other characters, etc. Just think of canon as a starting point.
