It's a receptor of sorts. She is mentally unstable at times and very frequently is injected via a large needle through this receptor; she has to be drugged up in order to even do her job properly, so often that they have "installed" this into her jaw to make injections more convenient.

The fact that she gets these injections is very important to the plot and development of the character as well as to a very important subplot of the series itself. I don't know how he missed ALL THE TIMES she got shot up with the stuff, what with all the screaming and thrashing involved. :P
