This is Star Trek, okay? Of course they have penises, because (a) they've all been seeded with the same basic genetic material as humans, and therefore mostly have the same basic physical structure and (b) because how else would the alien ladies know what to do with Commander Riker

Well, they can breed with Bajorans, and Bajorans are apparently sexually compatible with humans. (I don't believe we see any Human/Bajoran kids, but we see marriages and other romantic relationships.)
