I agree, it doesn't make sense! But...fandom. You shouldn't put anything past them. (The artist might have 'forgot' his facial hair and decided he looked best without it. Which is blasphemy, but hey.)

The picture is of Attack on Titan characters Erwin Smith and Levi, which is pretty obvious if you know the characters although a lot of people obviously don't. The picture linked below (same characters) gets mistaken for Steve/Tony a lot though, based on the hand placement.
