What's another word for this?

My vocabulary has failed me....

I was trying to describe someone to an ESL friend, and what I wanted to say was "He is SUCH a little shit," which at least in my experience is used to describe someone who's a smart-alec and a pain in the ass but in a way that's more eye-rolly or endearing than rage-inducing.

What is a more neutral/PC word for this?
