Not sure about the having kids thing, but I don't know how she didn't seem happy with Peeta? I mean for one thing, it's not like she disliked the idea of being with him in the first place; she loved him a lot but she was just trying to survive and didn't have the mental energy to figure out whether or not those feelings were romantic when she was busy trying to figure out how to not die. At the end of the book she has time to actually figure out her feelings for Peeta and decides she wants to be with him.

So yeah. Not sure where you're getting this "she tolerates him the most" thing from, when it's made pretty clear that she and Peeta don't get together until quite some time after she's already cut ties with Gale, and she specifically says that the reason she eventually tells him she loves him is because he gives her hope.
