I appreciated the point where Steve actively was like "Let's get an evacuation going" to the police officers; I mean, it was supposed to be a point of humor, but there were some points where they showed that they WERE actively trying to get people out of the way of the fight.

That a point that actively annoyed me. So the police and paramedics who have trained and lived through 9/11 stood around like clueless idiots and needed the Avengers to direct traffic and tell them how to man up. Nice.

It's possible they were starting to do just that and the avengers just gave them the impetus to treat it like a "regular" emergency and get over whatever shock or confusion they might have been in? i mean, how often do you get attacked by giant robot aliens and a crazy guy with god-like powers?

I got the feeling they were trying but they didn't actually know what they were dealing with. Cap told them and then they had that information and were able to act more effectively.

9/11 was a bit different to aliens coming through a wormhole, to be fair. Steve didn't tell them to man up, he was just getting them over the shock.
