There's also the fact that in a lot of fandoms teenagers go through a lot of situations that they normally wouldn't-- like, can you really tell a 15/16 year-old who's been to war who they can or can't have sex with?

THIS. I felt vaguely icky for having shippy thoughts in one of my fandoms about a 14 year old boy and a man literally twice his age, when it was suggested in an RP I was in - but the boy was basically the ruler of his hometown and he was the one flirting with the man, and the man was the one going "uhhhmmm this is really wrong", but the boy was slightly unhinged, extremely manipulative, and persistent... I actually wound up feeling worse for the older man, since he was the one who was really being taken advantage of.

So in real life, while that kind of difference is a whole lot of DO NOT WANT, in certain fictional settings and contexts there's a lot more ambiguity and wiggle room - and it's all fictional besides. Have fun exploring difficult situations while knowing that no harm is coming to real people.
