I don't follow the manga, but in the anime, his general tendency is to a) be lazy, b) get off on torturing his editor (seriously, she's a lot nicer than most editors and she puts up with the worst shit from the bastard), and c) be ecchi at everyone. I think that most of his crimes are a combination of laziness and sins of ommission. He's in a position to rescue all the younger Zodiac members but he doesn't lift a finger for any of them till they end up on his doorstep. He could use his influence on Akito to lessen a lot of the pain she is suffering and in turn inflicting on the others but he doesn't. When Tohru turns up, he shamelessly takes advantage of her willingness to work (yeah, it would have been SO HARD to set up a bank account in her name and pay her wages into it each month if he couldn't persuade her to accept them). He could have made his home a haven instead of a last-ditch hiding spot. Basically, Shigure sat back and watched when he could have helped, and let the others crash and burn when he could have so easily been a safety net if not stopped the fall.

I don't really like Shigure much, no.
