I totally understand that. Occasionally, Suzanne Collins relies on Katniss being super dense in order to make the plot work*. It's not good writing. I mean, Katniss is characterised as being pretty unobservant of people, but it's ridiculous at times.

*I don't actually understand why Katniss couldn't realise the significance in this case without it spoiling the plot in this case? Like, couldn't she assume that he was trying to tell her he liked her and was on her side? And then when the Quarter Quell announcement happened, she could have 'taken it back' that she thought he was on her side? Like, 'how could I possibly have thought he was on my side when he was planning on sending me into the arena the whole time?' Instead of going 'lol the Head Gamemaker has a Mockingjay watch, probably just a fashion statement. Lol Capitol.'

It can be rather thinly argued that she's by nature very suspicious and unwilling to countenance the real likelihood that anyone but Cinna could be willing to be more than just a superficial Capitol flunky.

Especially given that she associates Gamemakers with the Games, and she was betrayed to her core at the realization that Snow intended to break the one guarantee she thought she had: Victors never get reaped for the Games.

Still, she's also perceptive, so making her a peculiar kind of dense in that scene in retrospect felt rather clumsily structured.
