Assuming it's an actual successful zombie apocalypse then, even though all reason says chunks of rotting meat shouldn't be able to overwhelm anything.

The only way I can see that it would work is if it is a disease based zombie epidemic that is, as with Walking Dead, airborne and everyone is auto-infected, but also there is an accelerated change too. A dual-strain version, which wouldn't be unprecedented in diseases. The first couple waves of infection (spontaneous turnings?) are rapid and merciless but burns out quickly, then a slower round of infections after it has mutated so as to persist longer on the survivors who might have resistance to the original strain (or just got lucky).

Or if it is an evil curse. I mean, lets face it, if we are talking zombie-apocalypse then is "evil wizard causing zombie-apocalypse" so much more of a leap?

Or if it happens at the same time as some other large-scale thing that would put a strain on the resources of the state - a famine or epidemic or widespread civil unrest or something of that nature.

I think in circumstances like that, where the state structure was already under strain and a zombie-type situation was there to exacerbate it, things might be different.

Or a kack-handed attempt at firefighting it. I could imagine that in a zombie apocalypse (Z!A) there would be an unbelievable amount of pressure to come up with a cure or vaccine. Especially from things like the various churches which have such a stranglehold on business and politics in the US, to them a Z!A is a slap in the face to their scripture. Politicians and business leaders would want a vaccine and cure (probably in that order) because it would be threat to smooth running of industry, and politicians would instinctively fear it being able to infect them. So some bright spark rushes out a vaccine that could have done with a little more beta-testing, but who needs all that federal paperwork amirite? Or the vaccine comes from China or Russia with all the paperwork and everyone ignores all the smudged, damp, ink on it.

The Z!A vaccine is given to those who will by virtue of their positions need it the most, and by that I mean top politicians like the President, the VP, various state governors, heads of fortune 500 companies along with whoever in their organizations that can pay for it, senior brass from the military, and maybe if there is any left Doctors, Nurses, Paramedics but obviously not to all of those because that would be a waste of limited resources that might be needed by someone in Wall Street or the Square Mile as a second spare.

And it turns out that the vaccine was worse than useless, because although someone made a killing on rushing out a vaccine so quickly, that is exactly what the people to whom it was administered will soon be doing because it turns out to be less vaccine and more live infection. Six months into an epidemic, which would be scary and frightening but hardly overwhelming, we've suddenly got a major disaster on our hands as all those people at the top who should be making all the big decisions about keeping the apparatus of state and international work have suddenly become a zombie too.

Major decapitation to government, military, and corporate&industrial governance, and that is when things start to fall apart as all the decisions that need to be made centrally are now devolved down to local and increasingly sub-local levels, the web of supply falls apart, and that just escalates things. The usual handoff of responsibility just can't happen because everyone in that chain was already infected by the dodgy vaccine.

Actually, no strike all of that. By the time it would take to roll out the vaccine, internationally, would still be pretty long. Even if you assume President, succession, and military were a priority and that it took a few months incubation from vaccine infection, it would still leave too many people uninfected and unvaccinated when the transformation side effect was noticed. And despite most people being morons, even moreso when scared, there would still be enough bright people who could create at least some havens. Not to mention "low priority" countries whose politicians and brass wouldn't be vaccinated/infected in time. And even with people being morons, there would bound to be some bright sparks that would put the brakes on rushed rollout even if it meant overstepping their authority because it was the right/smart thing to do. It would be spotted.

I'm going to fall back on evil-wizard. It is the only way I can see it working. Maybe that was Voldemort's end game for the Muggle problem.
