'course he was <333 That's why I love Duncan!Lestrade. He simultaneously screws up everything he does and manages to be a sympathetic character.

This picture though. Holmes and Watson are all like "ffs, did you seriously do that, Lestrade", and Lestrade goes "weeeellll yeah sorry dudes I fucked up royally". God, Paget was born for creating meme pics.

However, IDK about canon Lestrade. Though I do not remember him being an outstanding intellectual in the canon, he did do decent police work (that is to say, Holmes often relied upon him to do this or that, and he never let Holmes down). Besides, the focus of the stories is on Holmes; of course Holmes solves all the cases before Lestrade does. It is quite plausible to think that with less complicated mysteries, Lestrade manages perfectly fine.

Although it is also true that on a number of occasions Lestrade has been plain wrong. So, yeah. Bungling is there.
