I don't think Olaf is that bad? Did you actually watch the movie? He doesn't flounce around doing cute things. He's the voice of reason for Anna, and actually serves a purpose to the plot. If you want gimmicky characters look no further than those singing trolls.

He also seems to represent Elsa's loving heart, which has become "Frozen" in fear of her powers.
