Of course there are exceptions to the rule. But MOST blond people - especially when they have basically white hair like Thranduil - are not going to have black eyebrows. Darker eyebrows, maybe, but not black. And if they do, people are going to think they're fake blondes. So yes, maybe it is possible for Thranduil to have white hair and black eyebrows. Doesn't make it look any less fake.
