It might be important to mention we apply at the same we web page with the same deadline no matter which subject or school you apply for, just plot in a list with 7 choices the top being what you most sant to get info. Then the unbiased department thing go trough your application making sure your grades are good enough to get in based on the pre set requirements, step two for them is choosing those with the higher grades if the spots are filled up then on to your second choice and so on, until they hopefully find a university (and subject) you can get into. You are also automatically out on the waiting list for all choices above the one you applied to. Then everyone logs into the we page on the same day and get the info about which school you got into and if and which spot on the waiting list you tare one if you didn't get into your top choice, then they also put all unfolded seats so to speak out for the public and those are first come first serve (as long as your grades pass the minimum requirement). The last part lasts about a week, you also have to accept your spot, but that is not binding for you p, so if you get into something else you can give up your spot to the one first in line not he waiting list without any issues.

Which means we have greater control over where we end up studying and we all know at the exact same time (or at least week) so the whole renting flats system is made up around it p, the flats go out for rent around that time and so on.
