There is no customs between states for these types of goods. The only goods that are controlled in that way are things that could carry insects that could damage crops. Plants, fruit, veggies, etc... those have special rules on how they move state to state for good reason. But states don't give a damn about plastic dolls.

Most likely this is done because of poor distribution networks or spotty demand in those areas that don't get the dolls right away.
