That's a cool one. I don't know -- my headcanon is that Milverton took place fairly early on, given how Watson is taken aback at the idea of breaking the law there, but is completely at ease with the idea in A Scandal in Bohemia and other stories. But it could totally fit, since we don't know how long Moriarty's been running his crime ring. It's a bit hard to picture Milverton as a pawn though...hmmm...

(I love how much fodder for speculation this canon provides fans with.)
