It seems that the only criteria by which you judge Rue's death the worst is her age. By that logic, you should be much much more upset by the bombing of the Capitol children in Mockingjay than Rue's death, because there were more of them and they were younger. Except you're not because they weren't developed characters. Well that's why I wasn't as upset by Rue's death as I was by the deaths of other more developed characters.
