It's usually considered as an insult because it's said as an insulting way, mostly meant to signify "you can't think for yourself, you'd follow your friend even if they did something really stupid."

But I get your point. I have one character who considers himself someone else's dog, who considers it a compliment when people say that to him, because to him loyalty is everything.
