Nope, most of the Elves of Mirkwood would be Nelyar/Teleri - so related to the folks in Alqualondë and Doriath, but they would have stopped earlier on the journey or not taken part at all. If I understand AYRT correctly, they're referring to those Avari Elves who were related to (what would become) the Noldor.
Which is a very interesting idea, actually! Since we know so little about those...

Thanks for the drive-by clarification, anon! :D

I've always wanted more Avari stories in Silmarillion fandom, there are so precious few of those. The idea is that maybe Mahtan had some kinsfolk who didn't go west with Finwe's group. The population of Mirkwood is mostly Silvan with Sindar rulers, but that doesn't mean some Avari (mixed blood or no) couldn't have gotten in too over the Ages.

I'm pretty sure that the Silvan Elves - who make up the majority of both Lothlorien and Mirkwood's Elf-population - are descended from both the Nelyar/Teleri and the Avari. :)
