I don't expect Steve to be browsing Facebook on his smartphone, but there's a middle ground between being tech-savvy and and having trouble understanding how to change the channel. There's some stuff that Steve might not get, but I don't think it's unreasonable to expect that he would pick up on some of the more basic technology we've got.

Shoot, I'm not even in the Avengers fandom and now I want fic of someone trying to "teach" Steve about our Wondrous Future Technology, and his reaction to be "Well, it might be a bit more fancy but it's still a TV."

I think we're basically in agreement about he would behave toward tech. :)
