I can't speak for everyone off course, but mostly nonSami people in those countries don't consider or describe themselves as white either, we describe ourself by which county we come from*, or alternatively which country we are from. I wouldn't describe myself as white, I would say I am Norwegian on the internet or to noNorwegians, and as a Trønder to anyone from Norway. That is what I am, that is what we care and classify each other by. Which is probably because we are some really white countries.** And that is what we are classified as in surveys, which county (or city) we are from, age and level of income/education.

*Might be a specifically Norwegian thing, we have really huge differences between dialects from country to county. With its own unique stereotypes and at times slight discrimination.
**It is a more complicated matter for immigrants, and so on. We are not immune to racism at all.
