Anyway, if any of the above is sort of accurate, then yes, it was supposed to be a big deal that Legolas and Gimli got past their prejudices to become friends.

The author posits that it was the slaying of the petty Dwarves that was the real cause of the enmity between Elves and Dwarves. From everything I've read, there have been a few Dwarf/Elf friendships (Celebrimbor/Narvi; Eol and the Dwarves he befriended) but they are very rare and I don't think any happened in the Third Age except for Legolas and Gimli, which seems like a true friendship, where the other relationships had an element of teacher/student to them or coworkers who admired each other's skills.
There have been many times when Dwarves and Elves worked together but often it was not a friendly relationship; it was more 'the enemy of my enemy' kind of thing. For instance, Caranthir got much profit from working with the Dwarves but he openly scorned them for being unlovely. But they still worked together because nobody liked Morgoth and both Caranthir and the Dwarves were getting wealthy from the deal.
