Near as I can remember... (uh, spoilers for a twenty year old tv show ahead, I guess?) Glow-y hand alien was from a race that thought they needed 'medicine' from one of the neighboring planets in their system. The 'medicine' was actually a habit-forming drug that the neighboring planet had been using to...extort the other planet? Or something? Anyway, the Enterprise was trying to solve the problem, but were taking too long, and glow-y hand alien was trying to torture Riker so that Picard would supply them with some sweet, sweet drugs.

The episode is 1x22, "Symbiosis". Some asshole with zappy powers held Riker hostage, I think for drugs. I went to memory alpha for the episode title (knew it had to be S1- no beard!) but I can't be bothered to do more than skim it.
