Maybe they don't want to look like idiots either? May I ask what kind of project/where you work (as in what industry)?

I work as a city planner. That committee is supposed to be a time and place where the building inspection, planners, water, sewer, metro, etc people can get together and talk about projects going on in the city and what each group needs, or what potential problems could crop up if a certain project goes forward.
