Oh, certainly. Which would make it all the more amusing for G'Kar and Kira (and the rest of us).

Early Londo and Dukat would get on like a proverbial, but post season 2 Londo would loathe Dukat almost as much as he loathed himself. The difference between the two characters is that they both looked into the Abyss and Londo blinked, but with Dukat the Abyss blinked first.
