I'm not saying she did; part of the greatness of the plan is that she outsourced it; and Irene had been using secrets for blackmail long before she met Moriarty; he just gave her the plan for the last one.

And that's what I mean; she knew she couldn't come with something that brilliant on her own, but the secrets themselves where from her gathering. So that's what I like, that she outsourced the plan.
