It's been years since I've read the manga, but I think the Helios/Chibiusa romance was in the manga or at least implied.

If they're adapting the manga, I really hope that they flesh out the characters. Characters other than Usagi were a bit flat and most of the villains were almost competely flat and idn't have much in the way of characterization. That's one thing I loved about the first anime, the villains were fleshed out. Nephrite, anyone?
