1. There is no Golden Age of Britain. Harriet's absence creates a power vacuum that is quickly filled by Harold Saxon, condemning the Earth to a year of - albeit forgotten - chaos and devastation.
2. Taking the events of Torchwood as canon, the continuing power vacuum allows a wet noodle of a Prime Minister to get elected who (because THE DOCTOR WAS NOT THERE, something that Harriet Jones herself used to justify her infamous decision) would have allowed aliens to abduct 10% of Earth's children to use as i-have-no-mouth-and-must-scream drug producers. Oh, and he was a classist asshat about it too.
3. Ten being cocky and thinking he knows best and acting all-holier-than-thou together with Rose, actually got him and Rose banished from the British Empire, contributed to the founding of Torchwood, and ended up laying the foundations for Rose's eventual Doomsday fate.
So, in that sense I'm sort of... not really "okay" with it, but I like how it was ultimately a "bad decision" on his part after you take into account all the other things that happened in the series. I only wish that they hadn't then brought her back just to say "hi" and then be killed in the Stolen Earth.
