This had nothing to Joyce's death a year earlier. It had a lot more to do with Buffy's death than her mother's. And she turned 21 in this season. Still young, yes, but not incapable of taking responsibility. It was even mentioned that she could do it but didn't want to.

Joyce's death a year earlier still means that Joyce isn't around in this season to do things like take care of Dawn. Or provide support during Buffy's serious depression.

It isn't that Buffy is ultimately incapable. Younger people with even less support have managed to cope in worse circumstances. That doesn't mean they should need to, or that, if you decide to help someone in that situation, it's a moral failing on your part.

Giles did help her. Her response was to expect him to do everything for her.

I only brought up the timing of her mother's death in response to what you said, which wasn't accurate. Giles wasn't stepping in to fill the void from Joyce's death, which is what you said. He was giving his slayer a helping hand when she needed it. He did the exact same thing when he left; he gave her no choice but to take responsibility because that's what she needed.
