They couldn't even reach him in Spain during Forever, to let him know they were planning Joyce's funeral and his girls were effectively parentless. He lived in LA at the start of S2 but after that, it's anybody's guess where he went after that. This is why Buffy leaned on Giles, why she asked him to take her to an ice skating show for her 18th birthday in s3, because her real father didn't want the job.
But facts kind of get in the way for you, am I right?
