I think Fenris/Sebastian isn't popular because a)after the debacle that was DA2, few people were willing to give Bioware even more money for DLC so they aren't as familiar with Sebastian's story and b)Sebastian is a Chantry asshole and most DA fans are anti-Chantry.

Dragon Age fandom tends to turn both Anders AND Fenris into OOC woobies. I really haven't seen a larger percentage of OOC crap in Fenders fic than any other pairing featuring one of those two.
