All the newly hatched penguins I have ever seen have some feathers or fluff, not a lot, but some. Usually a fine layer of grey or black fluff/feathers. This pic looks like it's completely bald!

Different penguins have different growing habits -that said I was curious and looked around and apparently this particular penguin was rejected at a day old and was slow to grow feathers. Keepers took it in and it had feathers like a normal penguin a week later. Slow grower I guess.

Different penguin, apparently naked penguins are becoming slightly more common in the wild during childhood but grow out of it? Not good for them though, causes unknown. :c
