Keep in mind Ariel's mother was crushed by a ship at the surface, so it's understandable Triton would be overprotective and freak out when he saw Ariel's interest in going there.

It may be understandable that he'd be worried, but not the way he handled it, imo. Rather than trying to keep her on a short leash for her entire life, he should have taught her how to explore safely, what precautions to take when she's near the surface, etc. She was almost an adult (or actually an adult, depending on where their society set the age of majority), and treating her like she was five years old was never going to work.

In addition, breaking her personal belongings was so far over the line it's not even funny. That's one of the hallmarks of abusive behavior, which puts his controlling, domineering manner in an uncomfortable new light.
