It is if they deliberately changed the genders to have them hook up.

That seems really, really unlikely to me. Even if they hooked up it would seem unlikely to me! I agree that the possibility exists because they changed the genders, in a way that it wouldn't exist on American television if they hadn't, the idea that one of the central points of the premise of the whole show would have come about with the sole intent of having a romance plotline seems unlikely. Especially since they specifically said they didn't want to do a romance plotline between the two of them, and because they've had no compunctions about having romantic plots with other characters, which they could have done equally well if both main characters were men.

I think they wanted to have a female Watson because they wanted a female Watson and they were really happy to get Lucy Liu because she's a great actress. It's an assertion people make a lot but I haven't seen any real evidence, and it honestly seems, more than anything else, like an insult to Lucy Liu - like, you really can't think of a reason you'd want to have her on your show, except to avoid gay romance?

+3 Ditto, I love her on the show and don't think they made Watson a lady JUST to avoid teh ghey, but I'm afraid that they might go in a romance direction (but probably not)
