The fact that a relationship between Watson and Holmes wouldn't have been possible in a show on American broadcast TV where they hadn't recast Watson as a lady is evidence of structural prejudice against homosexuals, yes.

The fact that the specific show Elementary, which happens to be one where they made Watson a lady, had a relationship between Watson and Holmes (if they do end up having one) is not homophobic, unless they specifically made Watson a lady because the story they wanted to tell was an epic romance between Holmes and Watson and they knew they couldn't get it done any other way. If that was their thought process, then it would be totally homophobic - if they made Watson a lady for the specific purpose of avoiding a gay romance. But I don't see any real evidence for that being the case. The simple fact that they've made a choice to have Watson be female is not the same thing as the wider prejudice that would make it difficult for them to do a gay Watson / Holmes romance.

Like, it's shitty, and I agree that it's shitty, and I'm sorry about it. But the fact that this is the show that they've made doesn't mean it's homophobic.

Also they haven't actually done a romance story at all (and I really hope they don't) so we're kind of worrying at something that hasn't even happened yet.
