They're actually very different. Joker is not the same as Two Face is not the same as Penguin is not the same as Black Mask. Riddler isn't always strictly a bad guy (but he IS always an asshole) Penguin is sort of a neutrally evil crime boss who mostly just wants his fingers in a lot of pies and is a good source of information. Black Mask is in a lot of ways your classic mob scumbag, but he went through some changes and now he's a gleefully sadistic torturer ON TOP of being a mob scumbag. Joker is straight up unpredictable, Harley is more predictable in that her motives are usually based around her obsession with love and obsession with the Joker.

Okay, I kinda didn't really explain myself. What I meant was, yes, their different in the details, but overall each of his villains have the same flavor and feel to them. At least to me. I find that for villains, whatever their backstory, they're far more defined by their hero. Therefore all of Batman's villains seem similar to me because Batman is their hero and is the major similar thing that defines them all.

Anyway, sorry for not being clear.

Eh, I don't know about that. Some of them, sure -- Joker wouldn't really exist if not for Batman (there's a couple of stories that explore that idea) and Riddler needs to prove he's smarter than Batman because of course he does -- and it's hinted that he actually knows who Batman is, but keeps it to himself for whatever reason. But a lot of Batman's villains, especially the more mob-themed ones like Black Mask, Penguin and both versions of the Ventriloquist, don't really see Batman as anything more than a major inconvenience. At best, Black Mask hates Bruce Wayne, but hasn't made the association with Batman.

And of course there's guys like Deathstroke and Deadshot, all of whom do what they do for professional reasons and they don't take it personally when Batman shows up, they just factor in Batman into their prices.

Bane is definitely tied in with Batman, however -- he was originally conceived as the anti-Batman, after all. But in the years after Knightfall he's moved on and done his own thing, and almost doesn't even show up in the Batman books anymore.
