That depends on how you're defining fantasy, I think. My dictionary tells me it's the faculty or activity of imagining things, esp. things that are impossible or improbable. According to that, yeah, all fiction is fantasy. All fiction can't be a subset of the fantasy genre of fiction, because the fantasy genre of fiction is defined as a subset of fiction.
