Yeah, that makes sense for me. I think in this case it's particularly "wrong" looking to the viewer because we also know that the actors are wearing wigs, so the eyebrows draw further awareness to the fact that it's not their natural hair colour, even if they could, theoretically, have had eyebrows that colour with natural white-blonde hair.
