I guess that makes sense...although it makes me wonder why there are almost no standouts at all. Maybe I'm just looking in the wrong place.

I'm guessing that the "rules" bit is a big part of it. Tie-in publishers are generally looking for the widest possible appeal, and when you try to please everyone you end up with something flat and uninspiring.

The different skillsets involved in original fiction and playing in someone else's sandbox also deserve a mention. Being able to write a good story of your own doesn't necessarily mean that you can capture the flavor of someone else's work in your writing, and the good fanfic writers are specifically training themselves to do the latter.

Not all fanfic writers are trying to emulate the original writer's style. (For one thing, non-book fanfic writers.) Many fics are deliberately divergent style wise from the source material - they're trying to keep characterization the same, not style.

There are some awesome standouts in early Star Trek tie-ins...which is the reason why the rules were written and severely tightened up! And a good number of those authors were fic writers (Jean Lorrah, AC Crispin) taking their work pro.
