We don't know yet. Most of the people have German names and surname, so it's safe to assume that they probably came from Germany. But we also know that they aren't living in their homeland because they had to run away to another continent, so who knows. My theory is that they are people from Germany living in America.

I have the theory that it's set in Europe (possibly Germany) because the architecture inside the walls looks very much like Heidelberg, Germany. Which has a lot of Japanese tourists visiting yearly and is generally pretty popular with Japanese mangaka as inspiration for European settings (so I'm not surprised that it looks that way).
