If we are to believe Doyle himself, this is perfectly true. The dinner took place in August 1889, and the editor's name was Joseph Stoddart. While describing this evening, Doyle wrote, by the way, that The Picture was "a book which is surely upon a high moral plane".

They were friends with Wilde, which I think is awfully sweet.

That's a kind of thing I'd know :)
