Those "scritchy" styles as you call them is because Disney started using Xeroxing, which I'm pretty sure were original pencil tests that they just copied onto cels, it would make sense considering the roughness of the lines. They started using it in the 60's I think and probably stopped using the technique when they made The Little Mermaid.
