I think it was originally intended to be kind of silly. Or at least, to emphasize the sometimes funny quirkiness of the wizarding world.

I agree, and I think it worked well in the first few books, which had kind of a lighter overall tone. Then we hit Book 4, and suddenly the setting plunged into a war against a cabal of genocidal wizards... and then I see where OP is coming from.
