I think what they're trying to say is that people sometimes seem more creeped out by people behaving in harmless but typical-of-people-with-mental-or-psych-disabilities ways than by people who are actually violating boundaries or otherwise doing harm.

I don't know how often that actually happens, but I can see how someone would find it objectionable.
