For as few times as he shows up, Moriarty is portrayed as a big deal every single one of those times, whereas Irene wasn't.

In Sherlock, yes, and maybe some other things, but that's not always the case. In Elementary, Irene and her importance to Sherlock was mentioned first. In face, Moriarty was really only seen as important as the person who'd killed Irene. Of course, the whole thing got turned on its head, but still...
