oh, I think it is about her being a women.
Adler is active, emancipated and bested Holmes- but not a danger, because she's trustworthy. But Holmes (probably platonic) respect for that is always shoved away to make her a (often passive) love interest, or even a minor villian.

Moriarty was less of an active character, he was a plot device to kill Holmes and make some commentary. he stood for a creeping, new organisation of crime- but he's interpreted as an active arch enemy.

I agree, but that's an issue of how they're portrayed in adaptations, not a matter of how fans react to those portrayals.
