Well, sure, but I didn't mean it as a blanket rule, just that that's maybe why it's not a BIG problem like the OP said. Like, you know how rates of alcohol abuse go up when the economy is bad? That doesn't mean that when the economy is good, everyone stops being alcoholic, just that the rates go down. So I was just guessing that maybe in the 24th century, standards of living are good enough that there wouldn't be as big an impetus for Holodeck addiction as there would be now.
