It's not racist, per se, since non-black POCs don't have the structural power to oppress Black people.

I hate this whole "POCs can't be racists" mentality. Treat us like equals, damn it! That means the good and the bad.

So, as a POC, I say, it's racist if any non-Black says it and even if a Black person says it, depending on context.
