Agreed, especially since most cop shows treat IA as if they were something you scrape off your shoe. Yeah, God forbid you have any accountability or oversight...

Well, from an in-universe perspective I usually can't blame the characters, because in those shows IA usually really ARE that bad. But I definitely blame the writers of those shows for always portraying IA that way.

Because the protagonists are dedicated heroes who will do whatever it takes to get justice and anyone who dares to curb them with 'rules' and 'laws' and 'human rights' endangers their holy mission to beat up witnesses! They don't need to try to control the protagonists because they are Always Right and abusing the system is okay as long as you're right in the end.

TL;DR - Lots of writers don't understand that just being in your protagonist's way =/= antagonist or villain.
